49 Performing Provider Systems identified for DSRIP

DSRIP Letters of Intent Received by the DOH

The DOH received 89 letters from providers expressing a willingness to participate in DSRIP. In order to assist providers in partnering with "emerging Performing Provider Systems" we have broken out the letters from those would-be PPS that look most likely to meet program requirements. As has been stated repeatedly, DSRIP is about collaboration. No single provider or even a group of providers that does not cover the full spectrum of health care delivery will meet the program's requirements.

Emerging Performing Provider Systems

A total of 49 LOI were identified as "emerging" PPS. While many of these PPS still do not meet all network expectations, they represent a positive step forward. Each of these collaborators will receive a letter from the DOH with written guidance on what they can do to fill in gaps and address network weaknesses. In addition, other interested providers are strongly encouraged to contact the leads for each of these emerging PPSs to see how they could partner.

Other LOI – Not Meeting "Emerging" Requirements

Not all LOIs suggest a level of collaboration currently on the path for success. While these collaborations could improve and more partners could be added, we are not able to recommend that other providers reach out to these proposed PPS at this time. Reasons for these LOIs not being considered as emerging PPSs include the following:
  • The letter came from a single provider or single provider types.
  • The network presented was too narrow for the geographic area proposed to be served.
  • The network excluded vital provider types which would decrease the likelihood of success.
While these LOIs are not currently seen as "emerging," they could be greatly bolstered between now and when formal applications are submitted in December. DOH stands ready to work with all would-be applicants to discuss how they could improve their networks.
One word of caution: While DOH included some one-county PPS proposals as "emerging," the state is concerned about the ability of a single county PPS to be successful. Economies of scale and limited member attribution will likely stand in the way of success for very small PPSs. DOH encourages these small PPSs to partner/merge with larger PPSs to better ensure success.
Finally, DOH also stands ready to help achieve the ultimate goal of a single PPS in each geographic area. While that may not be possible in every case we are willing to work to find creative solutions to problems that may prevent that kind of true partnership. Please contact DOH for help in this effort.
