Eleventh Project for DSRIP Information Available


During its Aug. 1 DSRIP Attribution and Valuation webinar, the state Health Department announced its so-called "Eleventh Project" for DSRIP.  The newly announced project targets provision of services to non-insured, non-Medicaid populations as well as to Medicaid recipients who do not use, or 'underutilize' healthcare services.  Following is some information given during the Aug. 1 webinar:
  • The project will only be available for Performing Provider Systems who sign on to perform on at least 10 projects; this would have to truly be the 11th project for the system;
  • PPS' led by or including a previously designated public hospital will have the right of first refusal to take on an 11th project; only if they do not take on the 11th project will it be opened up to applications to participate from other non-public/private requesting PPS'; also,
  • Providers who care for private pay patients who consciously choose not to have medical insurance may not receive credit for provision of services to those individuals through the Eleventh Project (i.e., Amish);
  • The Eleventh Project will not make available any additional funds available to healthcare providers through the DSRIP and Medicaid Waiver programs. The Centers for Medicaid and Medicare Services have set the total amount of funds available to New York's providers through Medicaid Waiver programs and the Eleventh Project does not change that total amount, DOH officials said;
