More Updates from DSRIP Design Grant Announcement

Good afternoon, please see the post below for more updates from yesterday's announcement of grant awardees for DSRIP Project Design Grants:

The state Health Department has posted DSRIP Project Design Grant Awardees to its website, at: http://www.health.ny.gov/health_care/medicaid/redesign/docs/design_grant_app_summary_chart.pdf

Some awards were made with conditions that awardees either combine with another applicant or seriously explore partnering with other awardees in their regions.  Three grants totaling $2 million were announced for the Western New York region, with one suggestion to explore combining with another awardee, as follows:

  • Catholic Medical Partners-Accountable Care IPA Inc., will be awarded $500,000 to design Medicaid projects for Cattaraugus, Chautauqua, Erie, Niagara, and Orleans counties;
  • Erie County Medical Center Corporation will be awarded $1 million to provide services in Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Niagara, Orleans, and Wyoming counties; and
  • Niagara Falls Memorial Medical Center is to be awarded $499,000 to provide services in Niagara and Orleans counties with the caveat that it "actively explores" partnering with Erie County Medical Center Services Corp.
  • Additionally, in the Finger Lakes Region which overlaps Western New York, Finger Lakes PPS will be awarded $1,000,000 to design projects for  Allegany, Cayuga, Chemung, Genesee, Livingston, Monroe, Ontario, Orleans, Schuyler, Seneca, Steuben, Wayne, Wyoming and Yates counties.

The awards listed above are among 43 announced Aug. 6, totaling $21.5 million. The awards are part of the $8 billion Medicaid waiver agreement. Nineteen of the groups are in the New York City region.

  • Three of the Performing Provider System grants are in the Capital Region (Albany, Schenectady, Troy areas) with the caveat that two of them must consolidate into one PPS for a total of $1.2 million in grants for that region;
  • Five PPS awardees are in Central New York with a caveat that one of them “actively explore” joining one or more additional PPS’ ($2.2 million total awards);
  • One PPS awardee was announced in the Finger Lakes Region ($1 million);
  • Four in Long Island, totaling $2.33 million;
  • Four in the Mid-Hudson Valley totaling $2.34 million;
  • One PPS in the Mohawk Valley for $760,000;
  • One award to a PPS in the North Country for $891,000;
  • One award in the Southern Tier (Broome, Chemung, Chenango, Delaware, Steuben and Tioga counties) for $495,300; and
  • One in the Tug Hill/Seaway region for $500,000.

Of the 19 New York City Performing Provider System grant awardees for individual PPS grants of $285,714 or $500,000 totaling $7.83 million, five were announced with conditions outlining concerns about geographic overlap with another PPS, financial sustainability or ability of PPS partners to integrate clinically to meet the aims of its DSRIP projects.


The DSRIP Project Plan Application and Application Review Tool is expected to be posted on the department's web page for public comment later this month, with the state Health Department planning to release an electronic DSRIP Project Plan Application in early October.


DSRIP Project Plan applications will be due in mid-December, with Project Plan awards expected to be made in March 2015, the state DOH announced during its Aug. 1 DSRIP webinar.
