New And Non-Design Grant Performing Provider Systems Must Notify DOH of Intent by Oct. 1


Good afternoon,
Potential Performing Provider Systems (PPSs) have until the end of September to notify the Department of Health of their intent to submit a DSRIP Project Plan Application, DOH said today.
(Current emerging PPSs who are DSRIP Design Grant recipients are exempt from this requirement, DOH said.)

PPS applicants must submit a letter stating their intent to form a new PPS to the New York State Medicaid Director via the DSRIP Team e-mail account (dsrip@health.ny.gov) before October 1, 2014. The letter should include the PPS Name, Lead Entity Information, Lead and Secondary Contacts for the new emerging PPS, as well as proposed counties of service for the entity. 


A new PPS is also be required to submit:

  • a list of network providers (the state will provide a template upon receipt of the official letter) and 
  • a signed attestation stating that the providers listed in the applicant’s proposed network list have agreed to partner with the emerging PPS.  
  • New applicants will also be responsible for setting-up the necessary Health Commerce System (HCS) accounts (a process that could potentially take over a month) to again access to the online network tool and Project Plan application. Every PPS must have HCS access in order to submit their partner networks by mid-November to allow the state the time to perform final patient attribution.   


Newly emerging PPSs who were turned down for a Project Design Grant must still submit:

  • all of the materials stated above, and
  • an explicit explanation to the state responding how it remedied the issues the state brought forth when not approving the applicant for the DSRIP Project Design Grant. (Specific guidance will be given to these applicants on a case-by-case basis.)
